Officer (Human Resource Administration)

Job Description

1 year renewable full-time Civil Service contact with full set of benefits
Working location: Either MOE (Buona Vista) or MND (Tanjong Pagar)

Responsibilities

You will be part of the team which handles a specific back end Human Resource operation for various client government agencies; either in Appointments, Benefits or Exit and Superannuation:-

Appointments Team
  • Arrange for the necessary security and medical screenings on required candidates within the stipulated service standards.
  • Issue Letters of Appointment and conduct pre-employment briefings promptly so as to minimize the number who has accepted employment offers elsewhere.
  • Inform the relevant Dept about the new employees for provision of email accounts, Public Service cards etc.
  • Create records of new employees into the related personnel system on time of the payment of salaries and issue of service benefits in the nearest possible time.
  • Update all changes to employment status of employees into the related personnel systems and generate letters to notify the employees promptly.
  • Generate listings which have been agreed with agencies that Vital.org will provide and give the listings to the agencies promptly.
  • Check applications for part-time employment from serving employees and forward to the agency for consideration.
  • Generate the letter informing employees of their crossing of efficiency bar or discretionary points and create records in the related personnel system promptly.
Benefits Team

  • Process and update all leave applications into the related personnel systems or leave record cards
  • Arrange the convening of medical board timely in accordance with the agencies’ requirements for employees who have certain days of sick leave
  • Generate listings which require follow-up by agencies from the related personnel systems and provide them to the agencies
  • Update all changes to personal and employment data (e.g. leave and medical schemes) of employees relating to benefits administration promptly into the related personnel systems for timely issue of service benefits.
  • Process employees’ application for the Public Insurance Scheme etc
  • Track and monitor that employees submit their annual declaration forms on investments and indebtedness and act promptly on those requiring follow-up
  • Exit and Superannuation Team
  • Perform the in-scope administrative work in processing resignation, withdrawal of resignation, reinstatement of service, expiry of contract/re-employment, vacation of office, dismissal and termination
  • Generate the listing of employees whose contract is due to expire and process promptly upon agencies approval
  • Compute contract gratuity accurately and forward to payroll to process payment promptly
  • Generate the listing of employees who are due for retirement on age limit and process retirement cases promptly
  • Generate the listing of employees who are due for extension of retirement age and give options to the affected employees promptly.
  • Compute death gratuity, retirement and other compensation benefits accurately and arrange for payment
  • Initiate annual declaration exercise for investments and indebtedness and act on those requiring follow-up actions
  • Follow-up on recoveries of liquidated damages and overpaid salaries in accordance with the respective agencies’ framework for such recoveries
  • Generate listings which have been agreed with agencies that Vital.org will provide and give the listings to the agencies promptly
All teams
  • Respond timely to customers enquiries pertaining to human resource administration
  • Exercise independent analysis and judgment according to SOPs (Standard Operating Procedures) and recommend course of action when responding to client agencies and customers
  • Conduct independent review of work processes and systems and recommend possible improvements to achieve greater efficiency and effectiveness
Requirements
  • Seeking fresh local Polytechnic Diploma graduates with good working attitude, potential and commitment. 
  • Candidate must possess a local Polytechnic Diploma in Human Resource Management or equivalent
  • Meticulous, responsible, independent and detail-oriented
  • Excellent communication, interpersonal and organizational skills
  • High level of initiative with excellent customer service and problem-solving skills
  • Team oriented independent worker
  • Competent in MS Word and Excel
